公共危机管理中地方政府责任研究

Research of Local Government Responsibility in Public Crisis Management

现代社会危机爆发越来越频繁,公共危机管理也就上升为政府的一项重要职责。然而某些地方政府对危机仍然不够重视。政府危机管理责任缺位与责任意识淡薄、政府绩效评估体系不完善、官员问责制不完善、责任主体不明确等因素有关。我们应强化地方政府在公共危机管理中的责任意识,进一步完善政府绩效评估体系、官员问责制以及社会紧急应急机制等。

In modern society,crisis breaks out more and more frequently,and accordingly public crisis management becomes one of significant responsibilities of government.However,some local governments don’t attach enough importance to public crisis management.The crisis of"Harbin water supply shutdown incident"is a good example.Some reasons are as following:the absence of responsibility and consciousness of responsibility,the faultiness of government performance assessment system,the system of officials’responsibility query,ambiguity of main body of responsibility. Therefore,local governments’consciousness of public crisis management responsibility should be strengthened,and government performance assessment system,officials’responsibility query system and social emergency management system should be further perfected.
