摘要
政府绩效评估是以政府的行政行为为评估对象,依据一定的评估指标和统一的评估程序,按照公开、公正、公平的原则进行的一系列评估活动。我国学者通过对政府绩效评估价值选择的研究,以及对政府绩效评估的困难和存在的问题进行探究,同时结合国外政府绩效评估制度对我国的启示,提出建立以社会公众为本位的政府绩效评估体系,运用科学的理论和方法制定绩效评估体系,培养绩效评估专业人才,确立正确的绩效评估价值取向等一系列见解。
The target of the government’s performance and assessing is its administrative action.According to specific target and the same process,activities were carried out by the principles of opening,fairness and justice.After research on the value choice,the difficulties and problems of China’s government performance and assessing,experts in China put forward suggestions as assessing system public oriented through scientific theory and method,training professionals,defining correct value orientation.
