Reconstruction Chinese Modern University System——From Perspective of the University Statute

从分析现代大学制度的内涵入手,指出现有的大学制度已经明显地表现出对社会转型的不适应,出现了诸多问题:党委与校长的权责不明确,学术权力和行政权力的失衡,学校、院、系权责不对等,因此高校内部治理势在必行。为了解决以上问题,应以制定大学章程为途径,完善大学内部治理,进而建立现代大学制度。

To establish the modern university system is a logical conclusion along with the development of the high education,the university statue is an important part of the construction of modern university system.Firstly,this paper analyzes modern university system,discusses the implication of modern university system and necessity;Secondly,the writer points out that the traditional university management leads to many problems,university internal governance is necessary;Thirdly,the writer proposes that we perfect the university internal governance to set up the modern university system by taking the enactment of university statute as a basic route.
