社区参与公共危机治理的探讨

Discussion on Community Participation in Public Crisis Governance

公共危机治理是各种社会力量广泛参与的过程,社区作为社会管理中的基层组织,在危机治理中具有信息、资源和灵活性等优势,然而,应急组织保障不力和社区自治建设的薄弱环节限制了社区在公共危机治理中的效能最大化。因此,要想充分发挥社区参与公共危机治理的作用,应该在政府的指导和支持下,适时加强社区危机治理的组织建设,培育良好的社区应急文化等。

Public crisis governance is a process that various social forces should take part in broadly.Community,as a basic organization for social management,has the advantage of information,resources and flexibility.While,weak protection of emergency response organizations and weak self-government construction restricted the community to play its role in public crisis governance to the largest extent.So,to give full play to the governance,organization construction of community governance should be strengthened and good community emergency culture should be fostered in a timely manner.
