Intellectual property rights is the substance of combination of production,learning and research.Access to a powerful competitive enterprise with independent intellectual property rights is the core and the central issue in the innovation of production,learning and research cooperation.Intellectual property rights,as a basic content of modern R&D, production and exchange,should be integrated into basic management work of enterprises,higher learning schools,research institutes and production,learning and research organizations.To raise overall intellectual property rights protection ability, access mechanism should be improved,sharing mechanism should be refined,rights protection mechanism should be strengthened.
