Administrative Supervision under Social Justice Angle of View

政府作为权力主体,在行为过程中由于自身的制度缺陷及"人性因素",难免造成社会公正的价值目标及现实目标的缺损或移位。因此,行政监督对于社会公正的实现具有关键作用。改革开放以来我国行政监督工作取得了重大成效,但在改革过程中也存在一些问题。要进一步完善我国社会公正视角下的行政监督体制需树立主体独立性和权威性;需强化预防监督;需增强合力,创新民众监督机制。

Government,as the authority,because of its own system flaw and "the human factors",in the behavior process unavoidably creates realistic goal damage or shifting in social equity.Therefore,the administrative supervision plays a crucial role for social equity realization.Symbolic significance has achieved in administrative supervision mechanism after the policy opening to the outside world,but problems still exists.To promote administrative supervision mechanism under justice angle of view,principal of independence and authority should be established.Prevention and supervision should be strengthened,folk efforts should be increased and public oversight mechanism should be innovated.
