公共选择视角下我国政府控烟低效分析

Chinese Government Tobacco Control Inefficiency Analysis under Perspective of Public Choice

自2006年《世界卫生组织烟草控制框架公约》在我国正式生效至今,我国控烟效果不佳,与《公约》要求差距巨大。应在梳理我国控烟现状的基础上,运用公共选择理论对我国政府控烟低效的内在原因进行剖析,探寻失败的病根所在,从而对症下药,优化政府的控烟行为,实现我国控烟运动又快又好的发展。

Since 2006,WHO Framework Convention on Tobacco Control in our country has come into effect.Compared with the Convention requirement,the effects of tobacco control in China are poor.To investigate the inner causes of inefficiency in tobacco control and explore the root of failure under public choice theory,so as to suit the remedy to the case,optimize the control behavior of the government and achieve fast and good development of the tobacco control in China.
