新疆公路水土保持设施竣工验收中的问题及对策

Problems and countermeasures for the completion acceptance of soil and water conservation facilities in Xinjiang highway engineering

通过分析新疆高速公路水土保持设施竣工验收过程中,建设单位、监理单位、施工单位及评估单位工作中遇到的问题,如工程管理不到位、水土保持专项实施缺少专项独立性、水土保持措施界定不清、验收水土保持投资未划分等问题提出相应对策,对新疆公路建设过程中水土保持措施的实施、保障主体工程的安全运营和保护当地脆弱的生态环境具有一定意义。

The author analyze the problems for the completion acceptance of soil and water conservation facilities in Xinjiang highway engineering,such as unqualified management for engineering,lacking in special independence for soil and water conservation facilities,unclear definition for soil and water conservation measures,and unallocated investment for the completion acceptance of soil and water conservation facilities. These problems were faced by many management units,say development units,monitoring units,construction units,assessment units,etc. This paper could be meaningful in several aspects for Xinjiang highway engineering,such as implement of the soil and water conservation facilities,to ensure the operation safety of main work,and to protect the vulnerable ecological environment.
