京津冀地区大气环境规制与经济增长关系的实证研究

An Empirical Study on the Relationship between Regulation of Atmospheric Environment and Economic Growth of Beijing-Tianjin-Hebei Area

京津冀地区作为我国工业化、现代化的先发地区,在经济上的成果有目共睹。但近年来,在环境问题,尤其是大气环境污染的治理上饱受诟病。合理分析导致现阶段京津冀地区大气污染为何如此严重的原因,对进一步落实京津冀一体化改革,保障京津冀地区切身实际的人民利益,带动京津冀地区经济持续健康的增长,都有着重要意义。文章利用计量的方法对2004~2013年京津冀三地环境经济数据进行实证分析,结果发现京津冀地区经济增长对大气污染的减少有不显著的正向作用,煤炭使用的减少对大气污染的减少有显著的正向作用,天津地区的环境规制取得了阶段性的成果,北京河北两地的环境规制力度有待加强。最后,基于一系列研究结果,给出了有针对性的政策建议。

Being the first industrialization and modernization region of China, the public can see that the Economy in Beijing Tianjin Hebei region develops so fast. But in recent years, the environmental problems, especially the air pollution problems have been more and more obvious in this area. Analysis on the deep causes of air pollution in Beijing Tianjin Hebei region has many effects to reform policy, to improve people's well-being, and to promote economic growth. This paper uses econometric method to analyze the environmental and economic data of 2004-2013 years in Beijing Tianjin Hebei.We found that economic growth in Beijing Tianjin Hebei region of the atmospheric pollution reduction has the positive effect but it is not significant; the use of coal to reduce atmospheric pollution reduction has a significant positive effect. Tianjin's environmental regulation has achieved initial results; the environmental regulation intensity of Beijing Hebei needs to be strengthened. Finally, based on a series of research results, this paper puts forward some policy recommendations.
