International Experiences of Building Eco-Environment

纵观发达国家“先污染、后治理”的转变历程,政府在战略推动、规划引领、监测监管、政策调控等方面的主导作用不可替代;而市场手段,如通过生态资源有偿使用、排放权交易、专项基金、税收奖惩、政府购买等,实现生态补偿的基本方式、有效路径和典型案例,为我们提供了有益的借鉴。其中科学合理的制度安排,对跨行政区共建生态及环境治理尤为重要。

The changes as "treatment-after-pollution" in the eco-environment improvement in developed countries reveal that the government has played an irreplaceable role in strategic promotion, planning, monitoring, supervision and policy regulation. Meanwhile, market measures, such as paid use of eco-resources, emission rights trading, special fund setup, leveling taxes, government purchasing, etc., are used as the basic approach, efficient roadmap and typical cases to realize the ecological compensation. They are helpful for us in reference. Science-based and reasonable mechanisms are especially vital for ecological protection and environmental improvement cross administrative regions.
