建立我国战略石油储备应考虑的几个主要问题

Major Issues on Setting up China's Strategic Petroleum Reserve

通过对我国目前石油资源供需状况的分析 ,提出了建立我国战略石油储备应考虑的一些问题。一是要对我国石油安全面临的风险进行定性和量化评估 ,二是要对战略石油储备可能产生的社会经济效益进行分析 ,建立相应的评估模型。在此基础上 ,对建立我国战略石油储备的若干模式 ,包括储备体系模式、规模模式。

Based on the analytical results of supply and demand for petroleum resources of China at current stage,some major issues to be focused on in setting up China's strategic petroleum reserve are put forward. The author considers that two jobs must be conducted to deal with the issues, that is, the qualitative and quantitative assessments on the risk of petroleum safety that China will face should be carried out;an analysis on the social/economic profits to be obtained from the strategic petroleum reserve should be made in order to establish relative models. In the article,some patterns in setting up China’s strategic petroleum reserve are described, including reserve system pattern, capacity pattern, allocation pattern and construction/operation pattern.
