中央苏区时期中共的党组织系统、党员结构与党政关系

The Ognization System, the Party Member Stracture, and the Relationship between Party and Government in the Central Soviet Area-revolution Period

文章初步考察了中央苏区时期中共党组织系统、党员结构与党政关系。认为,在中国共产党的一元化领导体制下,中共所搭建的苏俄式的组织系统架构,虽存有机构重叠、省县之间机构屡变之弊端,但由于得到适时调整和完善,相当程度地发挥了组织架构的功能与效益;战略重心转向后,中共党员结构发生根本性变化,由过去以工人阶级为主体的党,转而变为以工人阶级领导,以农民为主体的党;党政关系上,中共虽有党政分工的制度设计,但实际运行过程中却存在以党代政、以党包办的现象。引发上述问题的原因是多方面的,既有共产国际的、主观认识的、经验的,也有客观情势的。

This is an initiatory study about the system of the CPC ognization, the stracture of party members, and the relationship between party and government in the land-revolution period. Under the centralized ledership institution of CPC, the stracture of ognization in the Sovit Russia mode is formed, some organizations are overlapped and unstable between the province and the country as though, it turns out to be functional and efficient to some degree,owing to the timely djustment and improvement. After the strategy switches, the Party stresses on leadership instead of base of the the Working Class in the stracture of party members. The division of work between the CPC and the government is also insisted. There are various reasons for those situations, experiential, subjective, or objective however, it is a necessary cost in the process of exploration. The transition of ognization stracture concernes about the Communist International, and reflects the real condition of Chinese revolution.
