苏区贫农团的权能演变及其与苏维埃关系考察

Investigation on Power Evolution of the Poor Farmers Corporation in the Soviet Area And its Relationship with the Soviet

苏区时期,中共为利用贫农团来改造出现种种问题的苏维埃,授予了贫农团很大的权能。但贫农团却因此和苏维埃之间产生矛盾并有取代苏维埃的倾向,中共于是又出台法令限制贫农团的权能。此后,尽管在实际的查田运动中贫农团权能依然很大,但法理上中共一直坚持苏维埃对贫农团的领导。二者关系的演变一定程度上体现了当时中共对政府与社会组织关系的认识过程。

In the period of the Soviet Area,the Communist Party of China( CPC) wanted to make use of the Poor Farmers Corporation to transform the Soviet who had a lot of questions,so it gave the Corporation great power. However,this approach has made a lot of contradictions between the Poor Farmers Corporation and the Soviet; resulting in the Poor Farmers Corporation's tendency to replace the Soviet. Therefore,the CPC again issued decrees to limit the Poor Farmers Corporation's power.Since then,though the Poor Farmers Corporation still had a lot of power in the actual land inventory movement,the CPC has been insisting the Soviet's leadership legally. To some extent,this change between them reflected the process of CPC 's understanding of the relationship between the government and the social organizations at that time.
