赣南苏区发展的滞后性及发展振兴政策建议

The Lag of the Development of Gannan Soviet Area and Suggestions on the Development and Revitalization Policy

赣南苏区是全国著名革命老区,是中国革命的摇篮,为新中国的成立作出过突出贡献。然而受地理位置和历史因素制约,赣南十八县经济发展依然滞后,贫困面仍然广泛,贫困人口基数大,处在脆弱性贫困状态中。目前,赣南苏区经济发展仍落后于延安、临沂、百色、龙岩等革命老区;属罗霄山脉国家连片特困贫困区,综合实力不强,是老区中的"老区"、贫困中的"凹地"。如何实现赣南苏区贫困人口全部脱贫、破解社会经济发展滞后瓶颈是个重大研究课题。基于此,通过探析其发展的滞后性与经济社会发展的现实困境,完善驱动赣南中央苏区振兴、扶贫攻坚和全面小康社会建设的政策建议,以期推进赣南老区实现跨越式发展。

Gannan Soviet Area is one of the famous old revolutionary base areas across the country,and the cradle of the Chinese revolution. It has made a great contribution for the founding of new China. However,restricted by its geographical location and the historical factors,eighteen counties' economic development still lags behind,with widespread poverty and large base of poor population.They are in the fragile state of poverty. At present,Gannan Soviet Area's economic development still lags behind those old revolutionary base areas such as Yanan,Linyi,Baise,and Longyan. It belongs to the extremely poor slum in the Luoxiao mountain areas,with poor comprehensive strength.Therefore,it is the ' poorest' old revolutionary base area. Then,how to realize taking all the poor people out of poverty in Gannan Soviet Area,and break the bottleneck of social and economic development; is a significant research subject. Based on this,the paper explores the backwardness of its economic development and the realistic predicament of economic and social development,in order to improve the policies and suggestions which could drive the revitalization in the Gannan Central Soviet Area,poverty alleviation and the construction of the well- off society; with the expectation to promote leapfrog development in the Gannan old revolutionary base areas.
