After the open policy and with the development of international direct investment, our country has made great progress in making use of foreign merchant'sdirect investment. The large sum of investment has affected the economic development. With the further development of market economy,how to manimize the advantage has become the problem we are facing. The effective policy and measure should be applied thus foreign investment could be attacted in the gross,and adjustment and optimization in industrial structure could be prompted.
