“非典”事件在一定程度上暴露了政府危机管理机制存在的不完善之处,无疑为政府建立健全突发性事件的应对机制敲响了警钟。本文以“非典”这一突发性事件为切入点,就如何建立并完善政府危机管理机制做了几点思考。
