Democratic centralism appeared in a particular time and particular country.Its structure and mechanism have the obvious vestiges of the war years and planned economy: This doesn't develop in a way suited to the Party's new tasks in the new century and new circumstances. But it is bound to glow with the vigour of the times so long as its structure and mechanism are improved and perfected.
