The article illustrates the development of small - sized embedded WEB based on 8 MCUs and of network system management software based on Internet and Intranet through modern computer network. And it discusses the implementation of distance data accumulation, data exchange and distance controlling management and distance supervision, control,diagnosis, testing, arrangement of taxes reporting machine and distance electric fee delivery. Furthermore, it puts emphasis on the technologic programmes,difficulty points,researching stragtegies,design principles,systematic constructions, implementing principles and examples of WEB.
