摘要
税收是经济运行的'晴雨表',税收收入等相关数据能较客观地反映经济运行的情况。近年来,吉林省加大发展方式转变和结构调整力度,新动能逐渐崛起,越来越成为经济发展的重要推动力量。但新旧动能转换中也存在值得注意的问题:旧动能转换升级进程偏慢,对经济税收产生较大冲击;新旧动能接续不力,影响经济财政稳定;新旧动能尚在衔接,旧动能中高耗能行业仍占有一定地位。因此,应从转型升级,拉动新动能快速发展;统筹兼顾,推动区域协调发展;发展第三产业,推进制度和机制创新;出台规划,激发民营经济发展新动能;用活政策,积极引导企业转型升级等方面采取有效的政策措施。
Taxation is a'barometer'of economic operation,and relevant data such as tax revenue can more objectively reflect the economic operation.In recent years,Jilin Province has intensified the transformation of development mode and structural adjustment.The new kinetic energy has gradually emerged,and it has increasingly become an important driving force for economic development.However,there are also some prominent problems in the conversion of old and new kinetic energy:the old kinetic energy conversion and upgrading process is slow,which has a great impact on economic taxation;the transformation from the old kinetic energy to the new is ineffective,which affects economic and financial stability;the old and new kinetic energy is still connected,and the high energy-consuming industry still has a high place in the old kinetic energy.Therefore,some effective measures should be taken to solve these problems.Firstly,it is necessary to transform and upgrade the new kinetic energy in order to promote its rapid development.Secondly,it is important to take into consideration both needs of the state and the interests of the collectives so as to promote regional coordinated development.Thirdly,it is essential to develop tertiary industry and promote institutional innovation.Fourthly,it is vital to introduce plans to stimulate new development of private economy.Finally,it is crucial to take advantage of policy to actively guide the transformation and upgrade of enterprises.
