摘要
潜力评估是制定需求响应规划和推广实施需求响应项目的前提。在调研不同类型负荷的用电特性和需求响应实施现状的基础上,设计了反映需求响应发展不同阶段的场景和假设条件,提出了针对不同类型需求响应项目的潜力评估方法。通过设计未来电价及计算每个行业的价格弹性,评估了价格型需求响应项目的潜力;以可中断负荷为例,对不同行业负荷的可中断特性进行统计分析,评估了激励型需求响应项目的潜力。根据文中所提评估方法对某区域电网未来10 a需求响应潜力进行了评估,结果表明,我国需求响应潜力巨大,区域电网内充分发挥需求响应潜力可以达到替代系统负荷备用的目的。评估结果能够为需求响应项目规划及需求响应参与电网调度运行提供一定参考。
Potential assessment is the prerequisite to the planning and implementation of DR projects. On the basis of research and analysis of electricity characteristics of different types of load and the actual implementation of DR projects,the scenarios and key assumptions reflecting the different stages of DR are designed,and the assessment method aiming at diffe-rent types of DR projects is proposed . The potential of price-based DR projects is assessed by setting the future electricity price and elasticity for each industry while the potential of incentive-based DR projects assessed by statistical analysis the interruptible characteristics of different industry users. The DR potential in a regional power grid is assessed with the method proposed. The result shows that the DR potential in China is huge,and the system load reserve can be altered by fully exer-ting the DR potential in a regional power grid. The assessment result can provide a useful reference to the planing of the DR projects and their participation in the dispatching and operation of the power grid.
