摘要 省域节能减排量化综合评价对各省份明确自身节能水平,制定合理的节能发展规划,高效完成节能减排任务具有重要意义。对各省份节能减排情况从空间和时间2个维度进行动态综合评价。首先从节能、减排和经济3个维度构建综合评价指标体系,然后结合主观与客观赋权法,利用AHP-熵权法对各省份节能减排情况进行静态综合评价。基于时序加权向量,对静态综合评价模型进行时序权重的线性加权集结,从时间维度对各省份节能减排情况进行动态综合评价。最后,通过搜集'十一五'、'十二五'期间30个省、市、自治区的指标数据,对中国省域节能减排情况进行综合评价与分析。该研究成果可以实现多个时间、空间维度的省域节能减排量化综合评价,充分结合主观赋权与客观赋权的优势,提高综合评价结果的客观性和准确性。 Comprehensive evaluation of energy-saving and emission-reduction of a province is of great significance for the province to define its own energy saving level,formulate the reasonable plan for energy saving development,and accomplish energy-saving and emission-reduction tasks efficiently.In this paper,the situation of each province’s energy-saving and emission-reduction is dynamically evaluated from dimensions of space and time.First,a comprehensive evaluation index system is established from three dimensions of energy-saving,emission-reduction,and economy.Second,together with the subjective and objective weighting method,the AHP-entropy weight method is used to establish the static evaluation model of each province’s energy-saving and emission-reduction.Based on the time ordered weighted vector,the time series weighted weights of the static comprehensive evaluation model are aggregated to make a dynamic comprehensive evaluation of each province’s energy-saving and emission-reduction from the time dimension.Finally,by collecting the data of 30 provinces,municipalities and autonomous regions in China from the Eleventh Five-year to Twelfth Five-year,a comprehensive evaluation and analysis of the province-level energy-saving and emission-reduction is made.The research result of this paper helps to realize the quantitative comprehensive evaluation of the province-level energy-saving and emission-reduction from space and time dimensions,and together with the advantages of the subjective and objective weighting method,improve the objectivity and accuracy of the comprehensive evaluation.
