山西省地方立法后评估评价指标体系确立是实现质量型立法的重要保证,体系的确立应坚持必要性、参与性、效率性、效果性及技术性等原则,遵循可操作性、文本评估和效益评估相结合、定性评估和定量评估相结合、突出地方特色等路径。在坚持原则及遵循路径的前提下,考虑地方立法后评估评价对象、立法目的及立法效果等综合因素,将山西省地方立法后评估评价指标体系确定为"合法性"和"最佳性"二维指标,依据特定标准确立各指标权重并予以计分。

The establishment of after-evaluation index system for the local legislation in Shanxi province is an important guarantee to realize legislation in high quality,so it should adhere to the principle of necessity,participation,efficiency,effectiveness and the technicality,and follow the paths focusing on operability,the combination of text evaluation and benefit evaluation and of quantitative evaluation and evaluation,and the highlighting of local characteristics. Under the premise of adhering to the principle and following the path,and considering the comprehensive factors such as the evaluation object,the legislative purpose and the legislative effect in the after-evaluation of local legislation,it is necessary to identify the after-evaluation index system for the local legislation of Shanxi province as a two-dimensional index with ' legitimacy' and in ' best state',and establish the weight of each index and score it according to specific standards.
