浅析如何充分发挥高校院系二级党组织政治核心作用

Brief Analysis on How to Give Full Play to the Political Core Role of the Secondary Party Organizations in Faculties and Departments of Colleges and Universities

当前形势下加强高校党组织建设,是推动高校改革与发展的根本保证,也关系到党的"四个全面"战略部署的落实。高校二级党组织建设存在的主要问题是院系党组织的地位和作用不明确;院系二级党组织的领导弱化;思想教育工作有待创新;党建工作经费投入不够;民主监督工作丞待加强。对此应建立健全党政联席会议;加强二级党组织班子建设,提高党组织的战斗力;强化思想引领,牢牢把握意识形态工作领导权;创新基层党组织的思想教育工作;开展海归教师国情教育,引导其扎根祖国;加大院系党建专项经费的投入;明确院系二级党组织的工作目标和考核评价机制;加强院系党内民主监督,以充分发挥高校院系二级党组织政治核心作用。

Under the current situation,strengthening the construction of Party organizations in colleges and universities is the fundamental guarantee to promote the reform and development of colleges and universities,and is also related to the implementation of the Party’s ' four comprehensive' strategic deployment. The main problems existing in the construction of secondary Party organizations in colleges and universities are as follows: the status and role of the Party organizations in colleges and departments are not clear;the leadership of the Party organizations in colleges and departments is weakened;the ideological education work needs to be innovated;the funds for Party construction are insufficient;and the democratic supervision work needs to be strengthened. In this case,we should establish and perfect the joint meeting of the Party and the government,strengthen the construction of the second-level party organizations so as to improve the fighting effectiveness of the Party organizations,strengthen ideological guidance so as to firmly grasp the leadership of ideological work,innovate ideological education of grass-roots Party organizations and carry out the education of the national conditions of returned teachers so as to guide them to take root in the motherland,increase the investment of special funds for Party building in colleges and departments,clarify the work objectives and evaluation mechanism of the secondary party organizations of the faculty and strengthen measures such as the inner-party democratic supervision of the faculties so as to give full play to the political core role of the secondary party organizations in the colleges and universities.
