Environmental Pollution Prevention and Control by One-Certificate-Management of the Manufacturers——The Case of Textile and Dyeing Industry

从分析《排污许可证申请与核发技术规范纺织印染工业》的重点内容入手,结合纺织印染行业特点,及其环境管理现状和面临的问题,探讨了排污许可证改革——"一证式"管理对推进纺织印染行业污染防治的积极意义,为加强纺织印染行业排污许可证管理和污染防治提供技术支撑。

Starting with the analysis of the contents of Technical Specification for Application and Issuance of Pollutant Permit in Textile and Dyeing Industry,and based on the current environmental management situation in textile and dyeing industry,this paper probes into the significance of the reform of the pollutant discharge permit and the'one-certificate-management'in promoting the pollution prevention and control in the industry,and provides technical support for strengthening the permit management and the pollution control in textile and dyeing industry.
