防洪工程环境监理探析——以黄河宁夏段二期防洪工程为例

Research on Environmental Supervision of Flood Control Works: A Case Study of the Second Phase Flood Control Engineering of the Yellow River in Ningxia

在我国,环境监理尚未形成国家级别的技术规范和指导性文件,为科学指导环境监理实践,按照行业划分和工程类型制定环境监理导则极其必要。以黄河宁夏段二期防洪工程为例,针对防洪工程施工特点和工程建设环境影响特征,探讨防洪工程建设的全过程环境监理内容,将建设期划分为三期,分别提出环境监理重点:初期为"三废"及噪声防控,强化期为环境敏感区,收尾期为临时占地恢复。同时环境监理还要重点关注生态敏感区、临时占地和料渣场恢复、环境监测密切配合等工作,最后提出了环境监理文档的归类管理要求。

There is currently no national level technical specification and guidance document on environmental supervision in China.It’s necessary to develop environmental supervision guidelines for different sectors and engineering types in order to provide scientific guidance for practice.The paper takes the second phase flood control engineering of the Yellow River in Ningxia as an example,analyzes the construction characteristics and identifies the environmental impacts and discusses its whole process environmental supervision.The construction period is divided into three phases to determine the emphasis of environmental supervision.The first phase should focus on disposal of the waste waters,gases,residues and noise.The strengthened phase should focus on protection of environmental sensitive areas.The last phase should focus on recovery of temporary land.The important tasks of environmental supervision of flood control works also include ecological sensitive area protection,temporary land and material and slag yard restoration,and interactions with environmental monitoring.Finally the classification management requirements of environmental supervision documents are put forward.
