摘要
发展基层民主是中国政治发展的必然选择,是由中国的基本政治体制决定的。民主是解决问题的一种方式,亦是公共利益的分配工具,改革开放之后利益自主的存在,产生公共领域利益界定的困难,因而需要自主个人利益的合作与整合,这就需要"治理体制"的改革,从而影响基层民主的运作。实现基层民主发展与政治生活的良性互动,为社会主义民主政治大厦奠定稳固的基础。因而,改革治理体制成为基层民主发展的理性选择。
The development of grassroots democracy is an inevitable choice for China's political development,and it is decided by the basic political system of china.Democracy is both a way to solve problems and a tool to distribute public interests.After the reform and opening up,the independent existence of interests results in difficulties in defining public interest.Thus,to attain the cooperation and integration of independent personal interests needs the 'reform of the governance system' to influence the operation democracy at the grassroots level.To realize the positive interaction between the development of grassroots democracy and political life and lay a solid foundation for the building of socialist democratic politics,reforming the governance system becomes a rational choice for the development of democracy at the grassroots level.
