阻碍小学教师通报儿童虐待事件的原因分析

摘要 通过对六位小学班主任的深度访谈,以定性研究方法探索阻碍教师通报儿童虐待事件的原因。研究结果显示,阻碍我国小学教师通报儿童虐待事件的原因涉及文化、法律、组织和个人四个层面,其中法律层面的原因是最重要的理由,文化层面的原因也不可忽视。要提高我国小学教师发挥责任通报者的作用,应完善相关法规和配套设施的建设,加强对教师的法律宣传,提高教师责任通报的知识和能力,并消除其通报的顾虑。 Through in-depth interviews with six elementary school head teachers,this paper explored the reasons that prevent teachers from reporting child abuse cases with qualitative research methods.The results showed that the above-mentioned reasons involve four levels:culture,law,organization and individual.The most important reason is the legal level,and the cultural level should not also be ignored.In order to improve the role of teachers′mandatory reporting,the construction of relevant regulations and supporting facilities should be improved and the legal propaganda should be strengthened for teachers so as to improve the ability of teachers′mandatory reporting,and eliminate their concerns.
