当前我国反贫困进程及社会救助制度的发展议题

The Current Anti-poverty Progress and Further Developments of Social Assistance in China

2020年我国即将实现现阶段脱贫攻坚的任务。现阶段反贫困目标的实现将是一个伟大的成就,但并不是我国反贫困行动的终结。相反,2020年后还应该有长期的反贫困行动,而且目标更高,任务更艰巨和复杂。在未来的反贫困行动中社会救助制度将具有更加重要的作用,因此应该通过进一步的改革与发展去加强社会救助的功能。面向未来的社会救助改革的重点应该是在提升社会救助制度目标基础上加强社会救助能力,优化社会救助制度体系,并加强和完善社会救助管理体制和加快社会救助法制建设。

China will accomplish the tasks of the current anti-poverty program in 2020.It will be proved a great achievement but not the end of anti-poverty actions in this country,and there will be more anti-poverty actions after 2020 which will be long-term,with higher goals and more complicated actions.The social assistance system will play a more significant role in the future of anti-poverty actions,and thus its function should be reinforced by further reform and development.The main requirements of further social assistance reform should be,based on the raised social assistance goals,capacity building,institutional improvement,administration optimization and legislation progress.
