The Governmental Dimension:Study on the Governance of Beggars in Modern Tianjin

近代以来,由于种种原因导致天津城市乞丐数量激增成为突出的社会问题。为了解决日趋严重的乞丐问题,天津市政府除实施传统的救助之策外,还推出一些强制收容和管制的措施。这是对乞丐生存空间的制度性排斥,也是对其生存权利的漠视与侵犯。不打破城乡二元社会结构,不挽救农村衰败,不发展城市经济,乞丐问题将永远无法得以彻底解决。

Since the modern times,the number of beggars had increased rapidly in urban Tianjin because of various reasons.It had become an outstanding social problem and raised many concerns in society.In addition to implementing the traditional relief policies,the municipal government of Tianjin introduced some compulsory detention and control measures so as to solve the increasingly serious beggar problem.These measures were not only institutional exclusion of the beggars’living space,but also disregard and violation of their living rights.Thus without breaking the binary urban-rural structure,containing the decline of the countryside and developing the urban economy,the beggar problem could never be thoroughly solved.
