摘要
十九大报告中明确提出要加快生态文明建设,建设绿水青山的美丽中国。因此,在油气开采过程中必须做好环境风险识别与管控,切实保护生态环境。对油气开采过程的环境风险来源、成因及危害进行了探讨。指出在油气开采过程中的环境风险主要是油气泄漏风险、火灾爆炸风险和承担法律责任风险。在对环境风险因素进行分析探讨的基础上提出了风险管控措施。
The report at 19th CPC National Congress has clearly stated that we must speed up the construction of ecological civilization and build a beautiful China with clear waters and green mountains. Therefore, it is necessary to do a good job in identifying and controlling environmental risks and protect the ecological environment effectively in the process of oil and gas exploitation. This paper discusses the sources, causes and harms of environmental risks in oil and gas exploitation process. It points out that the environmental risks in oil and gas exploitation process are mainly oil and gas leakage risks, fire and explosion risks and legal liabilities. Based on the analysis and discussion of environmental risk factors, the paper brings forward the risk management and control measures.
