摘要
针对天然气能量计量的要求和管道企业的特点,结合现有的体积计量系统,在硬件上具备能量计量基础条件的现状,分析天然气计量由体积计量转变为能量计量,管道企业主要在准确计量、输差计算和指标调整以及管输费计价等方面受到的影响。提出需要对变化较大混合气组分的测量制定相应的标准,并完善多气源输配管网的天然气组分,人工赋值实施方法的相关标准,同时管道企业统一配置测量C_6^+的色谱分析仪,制定不同计量方式并存的条件下管网输差计算的相关标准,研究新的输差指标,完善管输天然气中烃露点的具体要求和测试方法,计算体积计量—能量计量管输费计价的"平衡基准热值"等建议,以合理保证购运销三方利益。
The influence of the transformation of natural gas measurement from volume measurement to energy measurement on the accurate measurement, transmission difference calculation, index adjustment and pipeline transportation cost of pipeline enterprises is analyzed according to the requirements of natural gas energy measurement, the characteristics of pipeline enterprises, and the hardware conditions of energy measurement based on existing volume measurement system. It is pointed out that it is necessary to formulate corresponding standards for the measurement of the components of mixed gases with great changes, to improve the relevant standards for the implementation method of artificial assignment of natural gas components in multi-source pipeline networks, to uniformly configure the chromatographic analyzer for measuring C6+ in pipeline enterprises, to formulate relevant standards for the calculation of pipeline network transmission differences under the conditions of coexistence of different measurement modes, to study new transmission difference indicators, to improve the specific requirements and methods of hydrocarbon dew point test, and to calculate the 'balanced reference calorific value' for volumetric metering-energy metering pipeline transportation cost, so as to reasonably guarantee the interests of the three parties of purchase, transportation and marketing.
