摘要
采用数据包络分析(DEA)方法并运用CCR模型,计算了2003—2010年国家重点实验室科研投入产出的DEA效率值,结果发现国家重点实验室整体科研投入产出效率不高,且有逐年下降的趋势,投入冗余率在42%以上,资源浪费严重。进一步通过投影分析,挖掘国家重点实验室科研投入产出效率低的原因,为国家宏观政策实施和国家重点实验室的有效性调整提供依据。
The DEA efficiency values of the state key laboratory from 2003to 2010are calculated by the CCR model of the DEA method.The results show that the DEA efficiency of the state key laboratory is low on the whole,and the trend is downward,the redundant rate of investment is more than 42% in average,so the waste of resources is serious.Through the reason analysis of inefficiency of the state key laboratory by the projection method,several proposals are provided for policy implementation and efficiency improvement.
