对发放工业盐零售营业执照的个人看法

笔者对盐业管理条例第二十条研读后认为有值得商榷的地方。个人以为正确解读是:食盐批发业务,以及食盐以外的其他盐的经营业务都由各级盐业公司统一经营。食盐零售业务由商业行政主管部门指定的商业企业、粮食企业和供销合作社零售单位负责,或由县级商业(含粮食、供销)行政主管部门批准的个体工商户、代购代销店经营。工业盐没有零售业务。
