铁岭市凡河新区公共服务功能创新研究

The Innovation of Public Services of Fanhe New District in Tieling City

2006年以来,辽宁省铁岭市凡河新区在产业和城镇化建设方面取得很大的发展,但还是深陷房地产超前规划等危机。铁岭市凡河新区政府重构、完善和激活现有新城公共服务功能,成为加强公共职能和提升新城吸引力的重要手段,这也成为新区公共服务功能创新研究的核心出发点。在对目前铁岭市凡河新区危机、挑战和机遇等分析基础上,铁岭市凡河新区确立沈阳都市圈卫星城的新区定位、形成产业创新,着重整合、激活新区公共中心功能、公共文化功能和社区公共服务功能,形成铁岭市凡河新区的城市功能创新和整体的竞争优势。

Since 2006, the Fanhe New District of Tieling city, Liaoning province has made great achievements in the construction of industry and urbanization. However, it is still enmeshed in the real estate crisis caused by advance planning. The efforts made by the government of the Fanhe New District to reconstruct, complete and activate the existing public service functions in the new district have become an important means to strengthen public functions and the attraction of the new town and the core startpoint to the research on how to activate the public service functions of the new district as well. On the basis of analyzing the crisis, challenges and opportunities the Fanhe New district of Tieling city is currently confronted with, it is suggested that the new district should position itself as the satellite town of the Shenyang metropolis circlce, try to form industrial innovation, stress integration and activate the functions the new district has, such as public center,public culture, and the public service offered by its communities as well so that the urban functional innovation and the general competitive advantage could be formed in the new district.
