摘要
国有企业是社会主义经济的基础,人才资源是国有企业的第一资源。分析发现,辽宁省国有企业缺乏全球性吸引高端人才的国际化视野;企业高端人才比例和总量还比较少,适应国际化经营要求的高端人才匮乏,通过人才市场配置的企业高端人才较少,人才产业体系及其服务产业发展缓慢。因此,辽宁省国有企业应树立国际化选人、用人理念,大力引进海内外高端人才;加强对"走出去"人才的系统培养,强化高端人才培训;紧扣经济社会发展和产业建设重点项目,集聚引进国内外高端人才;完善市场机制人才政策,提高企业高端人才资源市场化配置程度;引进海外高端研发团队,推动高端研发人才的流动;不断优化人才环境,为引进企业高端人才创造有利条件;围绕东北老工业基地全面振兴,搞好国有企业的高端人才开发工作,特别是加大企业高端人才的引进力度,构筑辽宁省区域经济环境下的企业高端人才引进、培养与开发体系,造就高素质的企业高端人才队伍,为辽宁国有企业产业结构调整、改制重组、技术更新和产品升级提供人才队伍保障和支撑。
State-owned enterprises constitute the base of socialist economy and human resources are the primary ones for the enterprises.The state-owned enterprises of Liaoning Province lack of a global view of attracting international top-class talents. Both the proportion of and the total number of top-class talents are very small.The Liaoning state-owned enterprises extremely need talents who are good at international business operations but they can hardly allocate such top-class talents by means of market operatrion. Both the industrial and service system of talents develop quite slowly. The Liaoning Provincial state-owned enterprises should establish an international concept of selecting and employing talents worldwide to introduce top-class talents from home and abroad, make more efforts to cultivate talents who can 'go out' and top-class talents, gather together and introduce top-class talents according to the demands of key projects in the economic and social development and the industrial construction,improve the market-oriented talent policies to upgrade the market allocation of top-class talents, introduce top-class teams of research and development from overseas, promote the flow of top-class personnelof research and development, and constantly optimize the environment where talents work and live to create favorable conditions for the enterprises to introduce top-class talents. Also, in order to achieve the overall revitalization of the Liaoning old industrial base, more efforts should be made to develop talents for the state-owned enterprises, particularly introduce more top-class talents and cultivate more high-quality talents for enterprises. For this purpose, a special system should be built for top-class talents introducing, cultivating and developing for enterprises in the regional economic environment of Liaoning Province.This system would be of much significance and provide talent security and support for industrial restructuring,asset restructuring, technology renewing and product upgrading of the Liaoning state-owned enterprises.
