There Is A Structural Contradiction Between China's Energy Security

我国石油供应安全形势严峻,长期来看,国际石油供求形势紧张、国际油价高位运行的风险依然存在,对我国经济社会健康发展、全球和地区战略的灵活性选择,将构成根本性挑战。为此,需要进一步完善国家能源发展战略与能源外交战略,深化能源管理体制改革,健全能源安全保障机制;推动能源生产方式的变革,优化能源消费结构,实行能源消费总量与强度的"双控制";秉承"全球能源共同安全"理念,树立"互利合作、多元发展、协同保障"的新能源安全观。

China's oil supply security situation is grim,in the long run,the international oil supply and demand situation is tense,the high international oil prices run the risk still exists for the development of China's economic and social health,flexibility,global and regional strategic choice,and will constitute a fundamental challenge. Therefore,the need to further improve the national energy development strategy and energy diplomacy strategy,deepen energy management system,improve energy security mechanisms; promote change energy production,optimizing the energy consumption structure,the implementation of 'double control total energy consumption and intensity'; adhering to the 'common global energy security'concept,establish a 'mutually beneficial cooperation,diversified development and coordinated guarantee' a new energy security concept.
