从"小舢板",到"国际联队",再到"跨国舰队",我国石油企业海外业务从零起步、从无到有、从小到大、从弱到强,完成了"一次跨越"。伴随中国走出去战略升级,我国石油企业面临着"二次跨越"的新机遇。从国际化运营模式上看,无论是从并购成本、融资渠道、支付方式,还是组织架构、资本配置、风险管理等,我国石油企业都将进入国际化程度更高的新阶段—跨国经营由以追求资源为主的国家石油公司,向具有投资属性的跨国石油公司的转变,实现商业价值增值将成为投资经营最主要目的和方向,对国际商务运作能力要求也将越来越高。
