摘要
秦巴山区竹山县人才总量不足且高层次和高技能人才严重短缺,人才流失问题突出,流动趋势和布局也不尽合理。造成人才向贫困山区和乡村一线流动困难的原因是经济社会发展较为落后、顶层设计不合理、保障措施不到位、体制机制不完善。做好人才工作是实现全面建成小康社会和乡村振兴的战略性、基础性、先导性工作。引导人才向贫困山区和乡村一线流动必须优化顶层设计、完善人才宏观调控政策、改革体制机制、强化服务保障以及创建尊才重才、聚才爱才的良好环境。
There exist some problems on talent situation in Zhushan County,such as insufficient total number,serious shortage of high-level and highly skilled personnel,prominent brain drain,and unreasonable flow trend and layout.The reasons for the difficulties in the flow of talents to poor mountainous areas and villages are that the economic and social development is relatively backward,the top-level design is unreasonable,the security measures are not in place,and the institutional mechanisms are not perfect.Effective talent work is a strategic,basic and pioneering work for a moderately prosperous society in an all-round way and rural revitalization.To guide the flow of talents to poor mountain areas and villages,we must optimize top-level design,improve the macro-control policies for talents,reform the system and mechanisms,strengthen the guarantee of services,and create a good environment for respecting talents and gathering talents.
