The specialization of teachers has already become the focus of the global education. In many western developed countries, attention was paid to the theoretical exploration and researches. In China, the specialization of teachers had a late start. It was still in a low level and immature stage. Also there were many problems demanding prompt solution. So the specialization of teachers in primary and middle schools needed to be improved. Firstly, trying to improve the specilization of teachers in the normal schools. Secondly, actively and steadily carrying out the reform in the teacher training models and courses. Thirdly, setting up a normalized administrative system. Fourthly, improving teachers economic treatment and social status.
