A community of shared future for mankind: China's directing role in building a new global communication order

信息技术的变革使传播冲破了国与国之间的地域障碍,带来了传播主体、内容、渠道、受众和效果的变迁,引发了从国际传播到全球传播的研究转向,更将带来全球传播秩序变革的契机。国际传播是以国家为核心的跨国传播,有较强的政治色彩,而当下的全球传播则是信息化和无中心的网状传播,强调自由、平等的传播观念。人类命运共同体理念为建构全球传播新秩序提供了全新的理论视维,它既是全球治理的中国方案,也是全球传播秩序重建中的中国方向。

The reform in information technology not only leads to the breaking through of the geographical barriers in communication between countries,but also brings about changes in the subject,content,channels,audience and effects of communication,which in turn kindles the turn of research from international communication to global communication,as well as creates opportunities for changes in the global communication order.International communication is a transnational communication with the state as its core unit,thus with a strong political implication.However,global communication is a non-central network-like communication based on information technology,emphasizing the concept of freedom and equality.At the present chaotic stage of global communication disorder,the concept of a community of shared future for mankind provides a new theoretical vision for the construction of a brand-new global communication order.This concept is not only China’s proposed solution to global governance,but also the direction China is heading for in the reconstruction of the global communication order.
