摘要
澳大利亚课外托管致力于学校教育时间之外的各类看护、辅导与培训,近年来改革措施频出:制度日趋规范、加大资金扶持且强化质量监督。我国课后托管正呈现蓬勃发展之势,但也面临不少问题,立足本国实践,结合澳大利亚的经验,我国也可以从制定全方位的法律政策框架、形成多方分担的成本机制以及确立各界共同参与的监管保障体系着手,搭建起立体化的精准治理体系。
Outside school hours care in Australia focuses on looking after,tutoring and training for school age children.In recent years,Australia has introduced a lot of reform measures in this field,such as service requirements establishment,financial support provision and quality assurance strengthenment.After-school care in China has developed vigorously,but exposed a lot of problems to be solved urgently.Based on our practice and Australian experience,three-dimensional targeted governance system relating to all-round legal and policy framework,multi-party cost-sharing mechanism and supervision system with stakeholder participation should be built.
