社会服务作为形成现代社会组织体制、社会服务体制、社会治理体制的切入口,将推动我国社会体制改革顺利实现。用公共服务来统领社会服务,对于推动现代社会服务体系的改革与完善,进而推动政府职能转移、政社关系重建、事业单位改革等方面具有重要的实践与理论意义。

As an entrance of building modern social organization system, social service system and social governance system, social service will promote a successful realization of social system reform in China. Public service, if to be used to lead social service, to promote reform and perfection of modern social service system, thus to promote transformation of government functions, rebuilt of government-society relationship and reform of public institution, would be very important both theoretically and practically.
