以“最多跑一次”改革推动民政数字化转型——浙江“互联网+民政”的创新实践与启示

Promoting the Digitalization of Civil Affairs with the Reform of "Run Once Only":Innovation practice and Enlightenment of "Internet + Civil Affairs" in Zhejiang

如今,互联网、大数据、云计算等新兴技术的叠加共生,为政府利用现代信息技术实现流程再造和政府转型奠定了坚实的技术基础。2017年以来,浙江各级民政部门积极实施"最多跑一次"改革,并以此为契机进一步推动民政部门履职的数字化转型。一年多来,各地民政部门在梳理民政事项、优化办事流程、打破信息孤岛、提升服务能力等方面取得了明显成效。同时,笔者也深入探讨了浙江民政"最多跑一次"改革的动力机制、技术载体和成本投入等一系列深层次问题,并对如何构建全国一体的"互联网+民政"体系提出了若干思考。

Nowadays, the emerging technologies such as the Internet, big data, and cloud computing has laid a solid technical foundation for government to use the modern technology to achieve process reengineering and government transformation. Since 2017, the civil affairs departments at all levels in Zhejiang have implemented a lot of measures in the process of the 'Run Once Only' reform. And further, this is also an opportunity to promote the digital transformation of the civil affairs department. Over the past year or so, the civil affairs departments in Zhejiang has achieved comprehensive advancements, especially in the aspects of sorting out matters of power, optimizing the process of civil affairs, breaking data silos, and improving service capabilities. At the same time, the authors also discuss a series of deep-seated problems such as the dynamic mechanism, technology carrier and cost input of the reform, and put forward some thoughts and recommendations on how to build a nationwide 'Internet + Civil Affairs' system.
