重庆市城市困难群众救助帮扶工作研究

Research on Supporting the Urban People with Difficulties in Chongqing

实现贫困群众同全国人民一道进入全面小康社会,是党和国家作出的庄严承诺。党的十八大以来,中央加大扶贫脱贫攻坚力度,农村贫困问题逐步缓解。但随着城市化进程加快推进,城市贫困问题日益凸显,城市困难群众仍存在基本生活难、看病就医难、子女上学难等困难,这已成为全面建成小康社会最薄弱的短板,应引起各级党委和政府的高度重视。为加强对城市困难群众的精准救助帮扶,重庆市民政局通过抽样调查,基本摸清重庆市城市困难群众现状,厘清存在的问题,提出了切实保障其基本生活和基本权益的政策措施建议。

It is a commitment made by the Party and the state to realize a well-off society which includes the poor and others. Since the Eighteenth National Congress of the Communist Party of China, the central government has stepped up its efforts to alleviate poverty in rural areas. However, with the acceleration of urbanization, the problem of urban poverty has become increasingly prominent. Urban residents still have difficulties in basic living conditions, medical treatment and education of their children. These problems have become the weak points in building a moderately prosperous society, which is highly valued by Party committees and governments at all levels. In order to strengthen the precise assistance to the urban people with difficulties, the Chongqing Civil Affairs Bureau uses a sample survey to investigate the current situation of them in Chongqing, find out the existing problems, and put forward policy suggestions to protect their basic rights and interests.
