河北省以众包商业模式完善多层次养老服务体系的对策研究

老龄化和社会保障能力、人力资本成本提高与养老服务体系完善是各国在发展过程中必然面临的两组高度相关的社会问题。当前全社会的养老服务投入缺口较大,有力保障社会养老效率、吸引更多社会资本参与养老服务、创新老龄产业发展的社会治理政策和金融工具有益于在老龄化社会加速过程中优化河北省社会养老保障治理机制,形成社会高度参与的省内养老服务体系众包模式;设计与创新养老服务体系运行的综合平台有益于研究适应供给侧结构性改革与人才充分就业和共享、降低社保费率水平之间的相关性问题,缓解当前养老服务业增长的短期矛盾,积极引导人力资本投资的中长期结构调整。

Aging and social security capacity, human capital cost improvement and pension service system improvement are two groups of highly related social problems that countries inevitably face in the development process. Since the gap of investment in the current pension service of the whole society is big, effectively guarantee social pension efficiency, attract more social capital to participate in pension services, and innovate social governance policies and financial instruments for the development of the aging industry, help improve the social pension system in Hebei province in the process of accelerated aging society,and form a social highfunctioning pension system by crowdsourcing mode, design and innovative services for the pension service system. These are also beneficial to study the correlation between supply-side structural reform and full employment and sharing of talents, reduce the level of social security premium rate, alleviate the short-term contradiction of current growth of the pension service industry, and to actively guide the medium-and longterm structural adjustment of human capital investment.
