贵州省打赢脱贫攻坚战和全面建成小康社会背景下民政兜底保障作用研究

A Study on the Guarantee Function of Civil Affairs in Guizhou Province under the Background of Winning the Battle against Poverty and Building a Well-off Society in an All-round Way

为深入研究打赢脱贫攻坚战和全面建成小康社会背景下民政兜底保障作用,贵州省民政厅党组对2015年至2017年全省民政兜底脱贫工作情况开展了全面深入调研。在全面掌握全省民政兜底脱贫工作现状的基础上,对照脱贫攻坚目标、各相关政策要求,对民政兜底脱贫工作状况作全面深入分析。调研坚持发现问题与研究对策相结合。在全面掌握民政兜底脱贫工作现状、存在的困难和问题,并对各项民政兜底脱贫政策制度的实效性、体制机制的合理性、方法路径的可行性进行深入剖析的基础上,对照中央和省关于精准扶贫、精准脱贫的系列决策部署,研究提出了深入推进民政兜底脱贫工作的措施办法。

In order to deeply research on the guarantee function of Civil Affairs under the background of winning the battle against poverty and building a well-off society in an all-round way, the Party Group of Guizhou Provincial Civil Affairs Department conducted a comprehensive and in-depth investigation on the poverty alleviation work of the whole province from 2015 to 2017. On the basis of a comprehensive understanding on the current situation of poverty eradication in the whole province, and considering the objectives of poverty alleviation and the requirements of relevant policies, this paper makes a comprehensive and in-depth analysis of the situation of poverty alleviation. This study combines the real-world problems with research strategies. Fully grasping the current situation, difficulties and problems of poverty eradication, making an in-depth analysis on the effectiveness and rationality of the system and mechanism, and feasibility of the methods of various policies for eliminating poverty, and in accordance with central and provincial decisions on precise poverty alleviation, this study put forward suggestions to further promote the poverty alleviation in civil affairs.
