农村支出型贫困家庭经济状况核对研究——基于四川省的调查

Economic Status Check of Expenditure-type Poverty Family in Rural Areas——Based on A Survey in Sichuan Province

农村贫困家庭收入微薄,难以支撑其在教育、医疗、意外事故等方面的巨额刚性支出,现有农村社会救助制度认定仅考虑了家庭的财产和收入状况,忽略了支出情况,使得部分农村支出型贫困家庭被排除在救助制度之外,难以获得有效帮扶。本文分析了农村支出型贫困家庭经济状况核对的必要性,并基于对四川省农村贫困家庭和核对工作人员的调查,探讨了经济状况核对机制应解决的关键问题,包括如何确定农村家庭的刚性支出,如何确定农村支出型贫困家庭支出以及收入和财产方面的资格条件,提出了从领导机制、工作运行机制和保障机制三个方面,推进农村支出型贫困家庭经济状况核对机制的建设。

Poor families in rural areas have meager income and can barely support its huge rigid expenditure on education,medicine,and accidents.The existing social assistance system in rural areas only considers the family’s property and income status while overlooks expenditure status,in this case,some expendituretype poverty families are excluded from the social assistance system and couldn’t get effective help.This paper analyzes the necessity of economic status check of rural expenditure-type poverty family,and explores key issues of the economic status check based on a survey of rural poor families and related officials who are in charge of economic status checking in Sichuan Province,including how to define rural family’s rigid expenditure,how to define qualification of rural expenditure-type poverty family such as limitation in income,expenditure and property.It proposes that the construction of economic status check mechanism for rural expenditure-type poor families should be propelled by strengthening leadership mechanism,operating mechanism and guarantee mechanism.
