The Establishment,Development and Future Prospects of the National Social Security Fund of China

全国社会保障基金成立十几年来,规模不断扩大,投资运营表现良好。受各种因素的制约,全国社会保障基金运营还存在一些矛盾和问题:基金规模还较小,没有制度化的资金来源;投资限定过严,基金保值增值压力大;法制不健全,管理运行缺乏有效约束和规范;基金管理体制和治理机制不健全。下一步,完善全国社会保障基金管理的思路是:继续拓宽筹资渠道,壮大全国社会保障基金规模;进一步拓宽基金投资范围,实施积极的资产配置策略,提高基金治理水平,统筹全国社会保障基金和基本养老保险基金管理。

The National Social Security Fund of China was established more than a decade ago,and has been expanding and well operating.Due to various constraints,the National Social Security Fund of China still has some problems:limited size,a lack of institutionalized source of fund,high pressure of value hedging and appreciation due to strict restrictions on investment,a lack of effective operation regulations due to the underdeveloped legal system,and inefficient governance structure.The next step towards improving the management of the National Social Security Fund of China would include such measures:expand fund-raising channels and the size of the fund,expand the channel of investment,adopt a proactive asset allocation strategy,improve the governance of the fund,and coordinate the management of the National Social Security Fund of China and the Basic Pension Fund of China.
