Embrace the Era of Social Policy:The Role of Social Theory

为应对当下各类频发的社会问题,'社会建设'逐渐成为热门话语,中国正迎来一个社会政策时代。然而,当前我国社会政策的发展仍未体系化,因此缺乏制度化的保障。本文认为,社会政策的后续发展不应纯粹以问题为导向,而是需要依托强有力的社会理论,以此来推动其体系化。具有高度现实关怀和价值介入的社会理论能够为社会政策提供合法性、理念指导和选择框架,同时有助于社会政策的本土化。要搞好社会建设,一方面要发展社会政策,另一方面也需要加强社会理论研究。

In response to various social problems,’social construction’has gradually became a popular term in China.China is now stepping into a golden era of social policy.However,social policy in China is still fragmental and lack of institutional guarantees,which would largely hinder its further development.The social policy development should not be purely problem-oriented,but rely on strong social theory to promote its systemization.The highly reality-concerned and value-involved social theory can provide legitimacy,ideological guidance and optional frameworks for the enhancement of social policy.Meanwhile,it is also beneficial for the localization of social policy.Further development of social construction should focus on the development of both social policy and social theory.
