流浪精神病人救助管理存在的问题及对策探究——以河南省B市救助管理站为例

Problems and Countermeasures of The Wandering Mental Patients’ Salvage Management:A Case Study of Salvage Management Station in B City, Henan Province

流浪精神病人是生活无着的流浪乞讨及临时陷入困境人员中的特殊对象,对他们的救助也存在特殊的困难和问题,如救助主动性不足、救治费用高、资金压力大,身份甄别、寻亲难,返乡安置难、易重复流浪等。针对流浪精神病人救助管理存在的问题及原因提出如下对策:完善精神病人救助的相关立法;保障经费投入;促进家庭监护权职责的落实;健全救助体系,加强源头预防。

Wandering mental patient is a special object of vagrants and beggars with no means of support and people who are temporarily in trouble.There are special difficulties and problems in their salvation,such as lack of initiative in rescue,high cost of treatment,high financial pressure,identity screening and family search,return and resettlement difficulties,easy to repeat vagrancy,and so on.The paper puts forward the following suggestions on the problems and reasons in the wandering mental patients’salvage management:improve the legislation of mental patients salvage,ensure the funds input,promote the implementation of family custody responsibilities,improve the rescue system and strengthen the source prevention.
